A record five out of five vehicles are driven uninsured in the south of Marseille. This has emerged just over a week after confirmation that speed cameras are now monitoring uninsured vehicles.

The number comes from the insurance syndicate & Chambre Syndicale des Courtiers d'Assurance (CSCA) Méditerranée, whose president Didier Boranian confirmed: "In Marseille, one in five cars [on the roads] is uninsured."

Marseille (Provence-Alpes-Côte d'Azur) is known to have the highest motor insurance costs in the country. According to the latest survey by the insurance comparison site Lelynx.fr, Marseille managers have to pay an average of € 755 a year, which is € 200 more than the Nantes average.

Mr Boranian added: "Marseille is not a rich city and it is a vicious circle. When you're faced with a very high insurance offer, you say, "Well, I'm not going to just do it." That is understandable, but it is not justified. "

The revelation comes after it was announced a little over a week ago that speed cameras are now also checking that a flashing vehicle is insured.

The aim of the plan is to raise drivers' awareness of the scale of the problem and to encourage them to insure uninsured vehicles as soon as possible.

Emmanuel Barbe, a spokesman for the cross-party road safety agency la Sécurité Routière, estimates that there are a total of 700,000 uninsured vehicles in France.

He said: "There may be more. This scheme is a huge control. [But] the purpose of the original message is to say, "We see you," and to encourage people to insure. If we feel that this action is no longer having the desired effect, we will introduce verbal warnings. "

Penalties for non-insurance can range from € 500 to € 7,500, depending on the number and severity of the offenses, and drivers can even risk suspending or revoking their vehicle and driving license.

If an uninsured driver is involved in an accident, the victims are likely to be reimbursed by a national scheme, the Compulsory Compensation for Guarantees of the Fondi de Garantie (FGAO).

The FGAO then pursues the person who caused the accident or crash to reimburse the costs. They can amount to several million euros.

Mr Barbe, a spokesman for La Sécurité Routière, said that "some accident-induced [uninsured] drivers may be subject to lifetime debts" as they are required to pay compensation both to the victims and to their own.

Mr Barbe said people who do not insure their vehicles usually fall into one of three categories: drivers who do not have insurance or a driving license; drivers who do not take out insurance due to negligence; and drivers who do not take out insurance because they claim they cannot afford it.
